I have a question for City Manager Murphy,(What are the chances he responds?)or maybe a City Councilor (doubtful one of them will ask let alone answer) or a newspaper reporter ( 50/50% chance) can ask for me.
On Today’s WCAP Merrimack Valley Radio in the Morning show, the City Manager stated that State Delegation would be announcing a $15 Million Dollar windfall for the city to expand Jackson St. and the Hamilton Canal roads with a possible press conference in October and maybe the Governor being on hand. He was stating this in a manner that made it sound like new money for the city.
That’s great news but I have to ask this question.
Mr. Manager is this $15 Million in addition to the $15 Million dollars announced by Manager Lynch in January of this year? or is it the same funding?
A lot has happened to Kevin Murphy since January, he went from being a Politically ELECTED State Rep. to a Politically CONNECTED City MANAGER, so it is easy to understand how he may have forgotten that in January City Manager Lynch made the announcement of the funding.
To remind him and everyone I call your attention to the SUN had this story:
LOWELL — The Lord Overpass, one of the city’s busiest and most traffic-clogged interchanges, will be rebuilt to better link the downtown, Gallagher Terminal and the Hamilton Canal District thanks to $15 million in state funding announced Thursday.
The overpass, built in the 1950s, is regularly backed up during morning and afternoon rush hours, with the potential for gridlock to become worse if redevelopment of nearby mill buildings and new construction continues, particularly a proposed but long-delayed $175 million judicial building off Middlesex Street, officials said.
The access made possible by this funding will play a significant role in helping to revitalize this area with new commercial and industrial development that will continue to enhance our community,” said state Sen. Donoghue, a Lowell Democrat whose office announced the funding.
In fact the then State Rep. now Manager was quoted in the story:
“It’s a great, great coup by the Lowell delegation,” said state Rep. Kevin Murphy, a Democrat. “We’ve been talking about this for probably six or seven years, maybe more.”
and then Manager Lynch was quoted, thanking the delegation:
The overpass project will help not only with the courthouse but also with planned housing units and office and commercial space at the Hamilton Canal District, said City Manager Bernie Lynch, who thanked the state and the city’s delegation for securing funding.
“That infrastructure is antiquated,” he said. “It will not be able to handle the traffic that will be coming through there.”
Pedestrian improvements are also part of the overpass plan, which will better connect downtown with the Gallagher Terminal, where commuters can board trains to Boston and where the Lowell Regional Transit Authority’s main bus terminal is based.
So Mr. Manager, is this the old $15 Million repackaged for your Political purpose or $15 in Addition to the January announcement?
Poor Councilor Belanger, as fate would have it, that same story included this line that shows some ignorance of information by Councilor Belanger when it comes to the Gov. providing funding:
Thursday’s announcement comes on the heels of an announcement last month from Gov. Deval Patrick that he has approved a minimum of $1 million to begin design work on the Lowell Judicial Center. That funding will allow for hiring an architect and project engineer.
