Once again current City Manager Murphy, the guy who claims he doesn’t take shots at the previous administration said today on WCAP that it was the previous Administration that kept taxes down the last two years and because of this you got whacked with a large tax hike this year.(Listen beginning at the 40 Minute mark of the replay)
Murphy maybe wasn’t paying attention and was unaware because he was a State Rep. from Lowell with a thriving Law practice in Chelmsford representing the Dracut School Committee, LRTA Union and defending the former City Clerk who took taxpayer’s money but his “little brother” who is now the Mayor bragged about his mission to keep taxes down.
Councilor Elliott campaigned hard on the idea that HE was the guy who wanted no tax increase and even filed a motion passed by the Majority of the Council instructing not suggesting or asking but INSTRUCTING then City Manager Lynch to provide the 2013 Budget with NO PROPERTY TAX INCREASE A move passed by the entire Council I believe.

In the last two years, Elliott filed motions to make sure there would be no local tax increases, he noted.
“I do my homework, am prepared for meetings, and I’m not a rubber stamp,” said Elliott. “That’s how I’m going to proceed with my ninth term, if reelected, to continue to make our city government more open and more transparent, reminding everyone our city manager works for us, not the other way around.
Is Murphy saying Lynch should have said NO to his bosses and brought forth a budget he knew would not get passed and instead should have forced City Councilors to choose where to make cuts?
Is that his plan this year?
His own acting CFO, the much revered former Cambridge City Manager proclaimed in writing in MURPHY’S own budget presentation that the CITY COUNCIL’s policy not the administrations policy resulted in the need for the tax increase. (Notice Healy didn’t blame the past administration, having experience at actually being a Manager unlike the former REP now current Manager)
The City Council’s policy to hold taxes to minimal, if any, increases in Fiscal Years 2012-2014, while maintaining service levels despite increasing operating expenses, created a Fiscal Year 2015 budget gap that needed to be bridged
Is Murphy now claiming Elliott and Healy LIED? Is it the Lynch Administration and NOT Councilors Elliott, Mercier, Kennedy and others really responsible for no tax increase as they claimed when campaigning? Were they Lying?
Or is Murphy just trying to be the politician that he is and provide political cover to his “little brother” and fellow Councilors who elected him.
Murphy can’t have it both ways (though he does his best to try) either many of his current bosses who made and supported motions to NOT increase taxes are the ones responsible for those votes and no tax increase or they lied when campaigning and were just carrying water for the Lynch Administration and it was Bernie Lynch and NOT the City Council who looked out for the taxpayer and kept taxes down in a weak economy.
Which is it? Lynch made it clear that he felt taxes should go up but didn’t fight his bosses after they instructed him in a publicly documented meeting to NOT raise taxes. He began doing this before the 2012 budget telling Councilors it wasn’t wise it use 1 time money to keep taxes down then.
“… I feel compelled to warn the Council that this is similar to the actions that brought about state oversight in the early 1990s, had brought us to the brink of financial collapse and put us on the state watch list five years ago, and a policy direction that has eroded financial stability in at least one of our neighboring cities.”
Is Murphy just trying to take some heat off his “little brother” and other Councilors for the large tax increase they were warned about by Lynch and trying to provide some political cover to his current bosses by blaming the past administration even when there is documented proof that many of the current Councilors, especially the Mayor took kudos and ran for re-election on the fact he and they were against tax increases and they kept the taxes down?
Sure looks that way to me!
