I think our current School Administration has done everything possible to work with the City in addressing the fiscal situation in the school department. Given the mess that Billy Jo Turner inherited I think she has done a phenomenal job in cleaning it up.
A “Bad Bill” is an invoice that comes in LATE, after the close of the fiscal year and after the date set by the city to close that fiscal year.
Ms. Turner has contacted all of our vendors repeatedly to get their invoices submitted when services are performed or items shipped but sometime no matter what, vendors don’t meet the required deadline set by the City to close the fiscal year.

The assistance and support between the Manager’s Office, City CFO and City Solicitor and the the Supt. office working with the School Finance team is another positive example of these administrations working cooperatively for ALL the citizens and students of Lowell!
This Tuesday the City Council will be asked to approve these payments.
Bad Bill Payment
Hopefully the Council will see the cooperation and efforts between the School and City side and understand the process and difficulties in ensuring these invoices get to the schools/city by the close of the fiscal year and not see it has an opportunity for political grandstanding a week before the election!
